There are two kinds of courses provided by universities in China, courses that deliver in Chinese and courses whose language of instruction is English.
So, if you register for a major whose language of instruction is English, you don’t need an HSK certificate. You only need proof of English skills, namely using the IELTS or TOEFL test.
Yes, that’s right, now if you want to apply for an undergraduate scholarship (4 years) to China with a major in which the introductory class is Chinese, most require a certificate min. HSK 4. However, there are also several programs without the requirement of an HSK 4 certificate, only requiring a certain level of Mandarin proficiency which is tested by interviews and written tests.
In addition, there are also several universities in China that provide short-term (3-12 months) Chinese language classes. Well, you can also register for these classes by applying for a scholarship.
Generally, the conditions are below:
- For undergraduate majors with Mandarin Language classes: have an HSK 4 certificate with a minimum score of 180. (for some majors it is possible to achieve a min. HSK 5)
- For English majors: IELTS English level min. 5.5 / TOEFL min. 75 or other proof of English proficiency.
- Language classes do not require HSK certificates

Can. Each university that offers scholarships will publish scholarship information and application forms on their official website. Therefore, you can register in the city/university/department you want.
Of course, if you are applying for a scholarship on your own, you will need to gather as much info as possible beforehand to find the city/university/major you want to choose.
If you entrust your scholarship application dossier to a reliable Chinese Study Consulting company, the acceptance rate will be higher than a standalone application, and this is guaranteed.

Since there are hundreds of universities in China, usually finding the best universities and majors that suit your interests, as well as how to meet the university’s admission requirements becomes quite a complicated thing to do on the internet.
